<p>For banks, the Stimulus Package increased the guaranteed portion of the SBA 7a loan from 75% to 90%.&#160; Though many bankers will tell you this doesn’t mean that much, because the government can get out of following through on the guarantee, having some type of backing is a lot better than none at all.</p>
<p>For borrowers the main benefit is having a closed loan.&#160; A lot of borrowers don’t realize the significance of this point.&#160; Others include the widely published reduced fees (for example on the SBA 7a program, the normal fee of 2.75% has been temporally eliminated ).&#160; Other major benefits include 90% financing and 25 year amortization schedules.</p>

<p>Conventional financing continues to tighten, whether for owner occupied or investment properties (non multifamily).&#160; What we are seeing actually close, on the conventional side is loans below 60% loan to value, with very strong borrowers.&#160; Most banks now want to see strong secondary sources of income and high levels of post close reserves.&#160; Though there’s no set number/ratio a lot of banks want to see 30% in liquidity, compared to the proposed loan amount…&#160; Some are establishing it as 12 months of mortgage payments in reserves or more. </p>
<p>Another issue on conventional financing that keeps appearing, for borrowers with investment properties, is lease term.&#160; Banks now want to see a minimum of 5 years left on leases.&#160; Just a few months ago, there was still flexibility with this, now it seems to be gone.&#160;&#160; </p>

<p>On Friday, first lady Michelle Obama dug into a new project.</p>
<p>With the help of about two dozen fifth graders, she started a 1,100-square-foot White House vegetable plot.</p>
<p>She said she was doing it to focus attention on better nutrition, but it would be hard to ignore the environmental implications that gardening advocates have touted with increasing fervor lately.</p>
<p>Local is the word. Buy from a grocery, and food comes from far and wide. There are local farmer&#8217;s markets and CSAs - Community Supported Agriculture farms that sell memberships for regular pickups.</p>
<p>But for the ultimate in local, grow your own.</p>
<p>I&#8217;ve grown vegetables for three decades. But never have I quantified just what went into it - the time and money, mostly, but also the angst of insects and rainfall.</p>
<p>Nor what I got out of it.</p>
<p>This year, I plan to do just that, and detail the adventure as &#8220;The Veggie Chronicles&#8221; within my GreenSpace blog.</p>
<p>Based on history alone, I have high hopes. Last year, our tomatoes were so productive my husband was hauling 15-pound baskets into the house. By summer&#8217;s end, we had maybe 25 gallons of tomato sauce, 40 quarts of pickles.</p>
<p>I&#8217;m no expert, and technically, my garden isn&#8217;t organic, although I avoid chemicals. So it&#8217;s probably an example of what an average person can do.</p>
<p>W. Atlee Burpee &#038; Co., the Warminster seed company, has a &#8220;money garden,&#8221; offering a $10 pack of six seed varieties that it says will yield $650 worth of veggies.</p>
<p>That may be optimistic. &#8220;They probably had some diligent employees&#8221; tending the test garden, noted Bruce Butterfield, research director of the National Gardening Association (NGA).</p>
<p>He recently estimated that the average 600-square-foot garden can yield 300 pounds of produce worth $600 - for a $70 outlay.</p>
<p>Writing in the online Kitchen Gardeners International, Maine gardener Robert Doiron estimated that he and his wife, Jacqueline, spent $282 on seeds and supplies last year - including water - and harvested 834 pounds of food, worth $2,431.</p>
<p>Whatever the presumed bounty, the NGA anticipates a nearly 20 percent increase in household vegetable gardens this year - an increase of seven million homes.</p>
<p>My husband and I have lots of garden space - a main plot of about 1,600 square feet. Add in &#8220;Squash Hill,&#8221; 10 blueberry bushes plus tubs on the patio, and we probably have 2,000 square feet. I&#8217;ll do the final measurement when we get it all dug up.</p>
<p>We started poring over the seed catalogs in January, going for peas, string beans, limas, chard, okra, and more. In the end, we spent $140.86.</p>
<p>I&#8217;m embarrassed by this excess, especially if part of the point is to show how much - for how little - you can get out of a backyard garden.</p>
<p>But the seed catalog descriptions, as usual, got to me. I love eggplant, so how could I resist the succulent promises of the exotic lavender Rosa Bianca (&#8221;creamy and tender&#8221;), Listada de Gandia (&#8221;gorgeous . . . heavy producer&#8221;) or Bianca di Imola (slice, rub with garlic, brush with olive oil . . .).</p>
<p>So, heh-heh, I ordered seven eggplant varieties, a $21.33 extravagance.</p>
<p>In contrast, the pack of broccoli seeds was $1.25, a bargain! I have 10 plants sprouted in a sunny dining room window, along with leeks, cabbage, bok choi, brussels sprouts and chard.</p>
<p>Even if all I get is two clumps of broccoli, two dinners worth, I&#8217;m ahead of the game. On Friday, broccoli was on sale at my local grocery for $1.99 a pound. Given that most of the broccoli grown in the United States comes from California, my garden has a 3,000-mile edge, with goodness knows how much less in transportation fuel and global warming emissions.</p>
<p>Not to mention that our produce is the freshest possible. Last summer, we were eating tomatoes picked 10 minutes earlier. The squash went from plant to grill to mouth in less than half an hour.</p>
<p>Meanwhile, the peas are in the ground. I&#8217;ve sprouted lettuce in egg cartons and it&#8217;s in pots out back, protected by mini-greenhouses (old plastic juice jugs) when night temperatures dip into the 20s.</p>
<p>Any day now, we&#8217;ll have a baby greens salad.<br  /><br />

			<content:encoded><![CDATA[<p>BLUEFIELD &#8212; A Northfork woman says doctors at Community Radiology of Virginia failed to diagnose her with <a href="http://breasthealth.blogbuddy.ca/tag/breast-cancer/">breast cancer</a> after an imaging test.</p>
<p>Jacqueline Wallace filed a complaint March 10 in McDowell Circuit Court against Community Radiology, Gary W. Wright, Dr. Stephen Raskin and Dr. Valery P. Sobczynski.</p>
<p>According to a letter Dr. Abbott Huang sent to Wallace&#8217;s attorneys, Wallace felt a small pea-sized lump in her right breast on Dec. 7, 2006. The following February her husband was concerned the lump was getting larger &#8212; &#8220;about the size of the end of a middle finger,&#8221; the letter says.</p>
<p>In turn, Wallace says she had an imaging test performed at Community Radiology in Bluefield, Va., on March 16, 2007.</p>
<p>On March 20, 2007, Community Radiology issued a report to Wallace, stating that the imaging appeared normal and that there was no evidence of cancer, according to the complaint.</p>
<p>About eight months later, Wallace went for her annual Pap smear test and mentioned the lump in her right breast was growing larger, according to the letter from Huang. Her doctor requested an ultrasound that was performed on Dec. 17, 2007.</p>
<p>A mass was found, and doctors performed a biopsy of the tissue imaged in the March test. In the tissue, doctors found a mass that was indeed cancerous, the complaint says.</p>
<p>Sobczynski was the radiologist responsible for reading the March test and initially determining Wallace was free of cancer, the suit states.</p>
<p>&#8220;From a radiologic point of view, the mass seen in the right breast was perceptible on the study of March 16, 2007,&#8221; Huang&#8217;s letter says. &#8220;Given the history of the mass, an ultrasound should have been performed on the initial study date. This reflects a deviation from the standard of care within a reasonable degree of medical certainty.&#8221;</p>
<p>Because doctors at Community Radiology failed to find the cancer, Wallace says she has endured emotional pain and suffering, plus physical pain, lost wages, emotional distress, economic loss and permanent disfigurement.</p>
<p>However, Community Radiology contends the complaint against it should be dismissed.</p>
<p>Although it does admit to releasing a report to Wallace saying there was no evidence of cancer, Community Radiology says it included a warning in the report.</p>
<p>&#8220;Defendant denies that that is the entirety of the information contained in the report and affirmatively states that the report further states that some patients with breast cancer have normal mammograms, in addition to other information,&#8221; its answer to Wallace&#8217;s complaint states.</p>
<p>In addition, Wallace was wrong in naming Raskin as a defendant in the complaint because of his ownership interest in Community Radiology, the center states.</p>
<p>In fact, Raskin, who performed the radiology services at Community Radiology, had no ownership interest in the company. Instead, he had a contract through Community Radiology and was responsible for contracting with other radiologists who may have been needed to fill in for him, it says.</p>
<p>Community Radiology is asking the court to dismiss Wallace&#8217;s complaint against it with prejudice and to award it attorneys&#8217; fees and other relief the court deems just<a href="http://alex.commons.gc.cuny.edu/buy-generic-viagra/">.</a></p>
<p>In addition to Community Radiology and the two doctors, Wallace names Wright as a defendant in the complaint, saying he is the president and chairman of Community Radiology. But Wright contends he, also, should be dismissed as a defendant in the case because he does not own Community Radiology.</p>
<p>&#8220;Rather, Community Radiology of Virginia is owned by CROV Holding, a Virginia company,&#8221; the suit states. &#8220;In turn, CROV Holding is owned by PG Diagnostic Acquisitions, Inc. Mr. Wright, a Florida resident, owns PG Diagnostic Acquisitions, Inc.&#8221;</p>
<p>In addition, Wright argues has no contacts with West Virginia and so the state&#8217;s long-arm statute does not apply to him.</p>
<p>&#8220;Mr. Wright, a Florida businessman connected to the Virginia parent company of Virginia company Community Radiology does not solicit any business whatsoever from West Virginia patients,&#8221; his response to the complaint says. &#8220;He has no contact whatsoever with the State of West Virginia.&#8221;</p>
<p>In her complaint, Wallace is seeking unspecified damages, plus other relief the court deems just.</p>
<p>Wright and Community Radiology have removed the case to federal court because of complete diversity of citizenship between them and Wallace and because Wallace is seeking more than $75,000.</p>
<p>They say Raskin&#8217;s and Sobczynski&#8217;s citizenships do not matter because the two doctors have not been served.</p>
<p>Eric M. Franci and Steven Mancini of Lewisburg will be representing Wallace.</p>
<p>Elizabeth S. Lawton and Jason Wandling of Shuman, McCuskey and Slicer in Charleston will be representing Wright and Community Radiology.<br  /><br />
